I have a Numark Pro3 and when I first connected it asked me about New Device Detected with Use sound card. My mistake was I clicked Don't Show Again without setting up sound card on the Numark. So how do I ...

You mean a Numark Mixtrack Pro 3?
You don't need to get that popup back again. You can set up the Mixtrack via the VDJ config.

you can clear in options/controllers/controllersNotification the list of controllers.
Next start show you New Device Detected again
imo it's more simple to take over the predefined Sound-Configuration.
