Tópico: What are these levels?

What are these levels listed on the message threads and what does it mean that a post has been "elevated"?

I watch this forum closely and I have noticed that several posts were deleted (I don't just mean my posts either)

There are several topics are locked and empty, why keep them there if empty?

Depending on your user level you can view different levels of post
 
There are many reasons why posts can be locked!
 
 
So elevated means that the message is still readable by the support team? Good, at least they can still read it.

I haven't had any locked messages, only "elevated"

how do you know they have been "elevated"?
 
He knows because I told him that I can still view his message. We were working to solve an issue together.
 
I noticed when that the message was missing and it says level next to each post
