I am using Virtual DJ v8.0.0.0 with my mixer PIONEER WEGO2 and using the skin pioneer ddj-wego2 and seems i am unable to choose neither of the following, SAMPLER, EFFECTS and RECORDING. Any help with that please.

You're using a skin designed for VDJ 7.
In VDJ 8 those tabs are no longer required, because the features are accessible via the browser or config instead.

please try on default skin. possibly you are using the old V7 skin.
on V8, access to Sampler, Effects and Recording is different that in V7
