sampler volume comes in so loud that the limiter has to kick in when using the headphone with cue mode all the way to master...

Sure your audio setup is correct?
Not sure how you can tell the limiter kicks in in headphones.
The limiter is for master output, and twisting the headphone knob between cue and master should only impact the headphone output (and not master out)
