Is there any legit website or program that converts a file downloaded from virtual dj (i.e. vdjachev) to a mp4 and/or mp3?

If you mean a cached streaming file, then it's not yours to convert.

So you mean cache files from the online content options?
You can't convert those. They need to expire if you stop you subscription, and that won't be possible if you convert them to open/standard formats
