I am looking for an EXTERNAL soundcard with 8 analog inputs and 8 analog outputs.. i am not willing to spend more than $150 does anyone know a soundcard fulfilling this specifications?

There are a few, but NONE are desingned for DJ use. What do you want to do with one of these?
The cheaper one cost about $1,500 US dlls, and the most expsnsive about $4,000 US dlls

Native Instruments Audio 8 DJ is an 8 in 8 out USB soundcard with tons of features, but I'm afraid its around $400 USD
