Ive noticed that when I'm trying to auto configure my timcodes my timecode quality percentage is all over the place how do i get it to be consistently 100%?

I own a m-audio conectiv sound card, my laptops a dell xps 1330 Intel (R) Core(TM)2 Duo Cpu, T7300 @ 2. GHX
and 2046 MB of ram. I'm also using vista as my operating system
