Read the manual first - page 6 - after you install the program and before you launch CUE for the first time. But, yes just install - no need to uninstall.

If you don't have any external drive data currently - but plan on growing your collection to an external drive in the future.... then no, you don't need it hooked up as in the message above. The warning was only for those that were already using external drive with previous versions.
