i have just bought a new laptop and i have crazy lateny issues

i have tried disabling various components in the device manager and nothing seemed to happen, that screenshot is infact with most of them off^^ (all components i can safely disable)

i am fresh outta ideas? i have no idea what the problem possibly could be,

i've got a dual core 2.4ghz with 4 gb of ram and a 320 gb hard drive that hardly gets used anyway(external hard drive).

also would maybe disconnecting my battery and just using a power source so i can disable some of the battery components in the device manager do anything?

You can disable the ACPI/Battery methods to test it they makes any difference, also make sure your laptop BIOS is on the latest version along with video drivers and so on.

You can use RATTv3 and/or KernRate to try and isolate the cause of excessive DPC latency. I'm in the process of writing an extensive DPC guide.
