There are two parts to a skin - the graphics and the XML code. Therefore you'll need: Graphics editing software and XML editing software.
The graphics s/w should support PNG as this is the format used in VDJ 8.
For editing the XML, Notepad++ is a popular choice (for Windows PC).
I'd suggest starting out by looking at existing skins and making some small changes to those, to get to grips with how skins work.
