What other options are available to use the remote app with my laptop in a building with no wifi connection. I also don't want to use the tethering feature on my phone to use up data. Can a basic router without Internet work?

Yes, a WiFi router without an internet connection can still be used.
Also for Android devices you can tether your tablet with your PC via a USB cable (and keep your data plan off)
