1 if it runs windows 7 and above, yes
2 you don't buy the software you buy a licence to login to the software, anybody can install vdj on any number of machines for free as a home user, without login you access vdj as a home user, however you can only login to 2 machines at the same time, the idea is 1 live machine and 1 machine ready as a backup if the first machine goes wrong, so both machines have to be under your control.
Login with a 3rd machine and the first machine will be logged out.
3 Probably can run windows 10 but that's something you'll need to check with the machine maker. [not really a vdj question so best check the right place]

VDJ will work on any Windows computer except XP or before
