For professional [getting paid] use [and to have full access to all supported devices, including dvs] you'll need a pro infinity licence.
If you're a home gamer then an anolog licence will give you dvs use with a 4i4o audio interface, but you'll only have dvs access and no other devices.

This means that the timecode will work will be able to use cd players

What license? You're showing as a home user, so you don't have a VDJ license.

You don't need a license to use VDJ as a home user. Please provide more information. What exactly is preventing you from using VDJ?
