I have a problem... when I use effects like "Break" it stops the track, but if I want to jump back to the start I either have to have a separate cue point there, or I have to use the mouse and point back to the start. Is there any way I can map a button or command after the "break" effect to set the track back to start?

You have to do it manually.
Assign a button as ..
goto 0 & pause
or
goto_first_beat & pause
then after the break you will have to press that button. No need to assign a cue
