I'm still not quite sure I understand this timecode thing and the differences between equipment that needs and doesn't need timecode disks setup to control the software running on your pc.
I'm new to this (have pro 8) and was fortunate enough to have someone give me their Audio 8 DJ sound card which I was able to setup pretty easily and am getting a bit more comfortble with software learning how beatmatch, transition from songs, loops and some other stuff. Now I am interested in buying a controller because I detest using my mouse :P
if i'm willing to spend up to about $300 to physically control two decks what should I buy?

I disagree... buy a controller that sells with VDJ LE then get a discount on upgrading to Pro if you ever want to use timecode/video/better effects.
Timecode is a way of utilising older dj equipment that has been around prior to software and midi controllers taking over. Unless you are a scratch DJ or just like the feel of spinning on vinyl then your money is better spent on a midi controller.
The audio 8 is a great soundcard though and will serve you well for a few years to come. If I were you I'd get a mixtrack until you learn a bit more about what you want in a setup. If you like djing upgrade to VDJ Pro so you can utilise all of the features of the software and can easily upgrade any part of your setup.

Mixtrack doesen't come with VDJ Le anymore! In that budget he should get a Hercules RMX and immediately upgrade to VDJ pro. I think that'd be a great start For a beginner! But for timecode then yes you need VDJ Pro first ...

There's a new Mixtrack on the way - the Mixtrack Quad.
That does come with VDJ LE because it has a four channel mixer, and the Serato software doesn't offer four decks, so Numark have gone back to VDJ LE.

So since this comes with LE (I have home now idk why i said pro above..?) before I decide to buy pro I could easily set this up, learn for a period of time and upgrade in the future to pro with a discout later right?

No - that's the original Mixtrack. No onboard audio.
Your second link is the Pro, which includes an audio interface.
However there's now a mk II version of both models (with & without sound).
The Mixtracks did used to ship with VDJ LE, but now they don't. Only the forthcoming Quad version will.

On board audio means the unit has a sound card built in, so you wouldn't need the Audio 8.

Another nice controller that is not very expensive and fun to play with is The Pioneer DDJ ERGO. I have been using this controller and enjoy the lights for beat matching and the button configuration. Before purchasing look at reviews and see what button layout you prefer cause some controllers have a poor layout, too bulky, small jog wheels, or are just have a cheap plastic feel to the buttons.
