If I purchase virtual dj, does it download straight to my laptop and then I can use it? Or does it ship in the mail?

You'll get a username, and password to gain access to the Virtualdj website. In your account you will find your licence, and what you can download. Also you will have access to lots of addons such as effects, loops, and skins.

It's for EVERYTHING, you can get a "controller" licence for timecode but that doesn't allow for any other hardware.

I have my Mac labtop...2 statons turntables/hercules rmx2 (standard virtual dj license)...2 serato vinyl time code...and if i purchase the infinity virtual dj 8 plus controller..and it will be all good?

No you need just a Pro infinity licence ($299) for that collection of HW.

A few years ago I got @ a 50% discount, but that was before VDJ 8, which I think is the best dj software in the world!. It is much better than VDJ 7.
