Is it possible for a different sample to be triggered by the same button, depending on what track is loaded on the deck?
eg. If I sampled part of a track, I want to be able to trigger that sample when I load that track on the deck. Then when a different track's on the deck, I want to be able to trigger its 'personal' sample etc.

No. VirtualDj 7 has a "fixed" sample bank of 12 samples.
Instead VirtualDj 8 features unlimited banks with unlimited samples per bank.
