How do I make a script that will stop the filter knob effect from going beyond 1.0kHz?

Mouse I'm not sure you'll have to do something inside the xml of the skin

as for keyboard, obviously you have something like this for clockwise

filter +2%

and it wants to be

filter & param_bigger 0.7 ? nothing : filter +2%
