I am a new DJ and am unfamiliar on how to use my Pioneer DDJ-RB. When I try to use either wheel, nothing happens. I run VD 8.2 with Windows 8.1. I am told it has nothing to do with compatiblity issues but a problem with mapping. Not sure what I need to do.

The jog wheels in VDJ have two modes of operation.
They're either set to jog (or nudge) mode, which will very slightly adjust the pitch (playing speed) up or down, so you can use them to match BPM with the other deck - or they're set to scratch mode, which is what you need.
So make sure that your decks are set to the correct mode. See page 13 of the VDJ manual.

I am not sure how the settings should be, but regardless, still can not scratch. It is probably a very simple setting change or mapping issue. I still can't figure it out

Normally you would change the behavior of the jogwheel by clicking a "vinyl" (or sometimes "scratch") button on the controller. That would change the jogwheel from being a touchwheel, where you control your mixing by nudging, to a more vinyl feel. where you can stop the song and scratch and so on. Vinyl is almost never the default because it stops/ruins everything if you put your hand on the jogwheel without wanting to do some scratching
But as far as I can see on the images I can find, the DDJ-RB doesn't have one, which is a little strange since both it's precessors (DDJ-SB and DDJ-SB2) had it, so I don't know what Pioneers idea has been
But you can still get it to work by mapping a keyboard key to "vinyl_mode" to turn it on and off.
EDIT: The post just above (DJDAD) is event easier, as you can activated it in the GUI on the little dot next to the jogwheel

Read the manual, or the wiki here. Mapping is covered.
If the skin you're using has custom buttons, you can assign the command there too. See the manual or the wiki.

There is no need of any mapper file. You just need the latest VirtualDJ 8 http://www.virtualdj.com/download/index.html
