Is there a lost of MP3 quality when a CD is RE ripped a second time at a different MP3 bit rate?

Your question is a bit unclear ....
If you are re-encoding an already existing MP3 to a new bitrate then yes.
If you are ripping from a physical CD to a new bitrate then no.
