Can I setup virtual folders on one PC and bring them over to another? Is it as simple as copying over the 'Folders' folder from the VDJ folder? What if it is a different drive letter and root folder but the rest of the file path is the same structure?

This is not as simple
Copying works fine in many cases but vdjfolders are links and filters and playlist
links are relative so they have no issue
filters are scripts and not drive related so that no issue
but playlists contains filenames that will be missing but existing elsewhere in database
you can always use "relocate missing files" to fix
