Legally I believe people are meant to join some sort of company which costs lots of $$$ although do these still give you the right to play them publically?

I think, besides the material, a license to play them on a public venue, a club etc. is required. And I don't think it's legal to play recorded MTV videos either, so the only choice is to look at the companies offering videos (that, yes, cost money) and also get a license for playing them, which also costs money.
