I believe all you need to do is create a keyboard shortcut to toggle it on and off.

I tried creating a keyboard shortcut and it does not have any effect. Do you know what value to use when creating a shortcut for smart_scratch?

You jusr create a keyboard shortcut for smart_scratch, and specify the deck you want it for. I creted two shortcuts, one for each deck, using the same key to act as a global toggle. Leave the value unset.
